Powers and Duties

The McKenzie County Job Development Authority (JDA) is empowered to use its resources to promote employment and tourism within the county. To achieve these goals, the JDA holds various powers, such as the ability to initiate legal action, execute contracts and hire professional personnel skilled in fostering economic opportunities. The JDA also has the authority to create, amend and repeal resolutions necessary for its functions. In terms of property, it can acquire, manage and dispose of assets through gifts, trade or purchase.

The JDA is also authorized to levy taxes for its operations, allocate funds and accept financial contributions from other sources, including grants and loans. Additionally, it can insure property, invest funds and collaborate with political subdivisions to enhance economic development. The JDA can further utilize its resources to provide financial assistance to businesses, either through direct loans or innovative financing mechanisms, such as equity investments. Moreover, it can commit unallocated funds to guarantee loans or make other financial arrangements to encourage development. The McKenzie County Board of Commissioners is responsible for establishing a JDA fund and may impose a tax to support the authority, provided that it adheres to legal limitations. All revenues are managed through special accounts dedicated to the JDA’s objectives.
