Local Emergency Planning Committee (LEPC)
Local Emergency Planning Committees (LEPCs) are organized to fulfill federal requirements under Title III of the Superfund Amendment and Reauthorization Act (SARA) of 1986. LEPCs are responsible for:
- Preparing hazardous materials emergency response plans.
- Serving as a repository for hazardous materials information.
- Performing outreach functions, including hazardous materials awareness.
LEPCs must include members from a cross-section of the community, such as elected officials, fire departments, law enforcement, emergency management, healthcare, media, schools, industry, transportation, public health, voluntary organizations and others.
Local Emergency Operations Plans (EOPs)
Local Emergency Operations Plans (EOPs) provide direction for a systematic, coordinated approach to preparedness, response, and recovery from emergencies and disasters within the state. The EOPs outline the policies and procedures for coordinating support and are designed to align with the National Incident Management System (NIMS).
Statutory Provision
As provided in North Dakota Century Code (NDCC) 37-17.1-07.1(b), in conjunction with the state emergency response commission, LEPCs, as appointed by the boards of county commissioners, and local emergency management organizations are tasked with coordinating the development and maintenance of a state hazardous chemicals preparedness and response program.
